WASHINGTON—(AP)—Spring is here—and for millions of Americans the 12 months just ended will linger in memory as “the year without a winter.”

The last six months saw the most freakish weather in the history of the U. S. weather bureau.

In the east youngsters with new Christmas sleds waited in vain for the snow. It fell instead on orange groves of sunny California.

From the Mississippi valley eastward the mercury hovered from 8 to 10 degrees above normal levels.”
